my horse has the same thing.. but he is 15/18 (depending on who you talk to) so for him they could be old saddle sores.

If they aren't causing your horse any pain or discomfort don't worry to much about them. Also, when its warm, try washing that area with baby shampoo, its something I've mad a habit for my horse.. it just keeps them small and comfortable. (and makes me feel like I'm doing something to help)

Are they itchy? They could be hives if shes allergic to something. Have a vet come check them out.

These are what my former coach used to call "saddle lumps" for lack of a better name. No one really knows what causes them, but there are some who believe that horses who are worked hard and then have their sweaty backs bathed with cold water are more prone to getting them for some reason. Ditto for horses which are worked and then bathed, and turned out in the hot summer sun. The solution to this is to let your horse's back cool off before you take the saddle off, and then bathe the area with either warm or tepid water to clean the sweat off afterwards. We did this with one of my coach's stallions who had this problem, and after a few months of this treatment, the lumps went away on their own, so I know it works.

I hope that helps.
